An Investigation into the Appropriateness of the UK Government's Response to "The Future Homes Standard 2019 Consultation"(FHS),with Consideration Given to the 2050 Net-Zero Emissions Target
【摘要】:This paper aimed to evaluate the trajectory of the government's response to the future homes standard consultation,which will put the United Kingdom housing stock on to meet the "net-zero" emissions target for 2050.A systematic review was conducted of 12 responses of governmental bodies,Professional bodies and environmental organisations.The paper will show that responses were unsatisfied with the government's approach in relation to its targets and it also identifies areas where the government failed to adequately respond to these issues.The data collected from interviews gave this research a unique contribution.The data gathered was primarily from architects,engineers and surveyors who were grouped together in the government's summary as the largest group to respond to the consultation.The data collected from this primary and secondary research,cumulates to suggest that the United Kingdom government is not on track to meet a netzero target.The paper identifies that this is due to key factors being ignored which would help achieve the target.For example,embodied and whole-life carbon,actual energy consumption including unregulated energy,incentives for developers,modular construction and the use of technology to reduce demand.It is also suggested that in future consultations summaries,the government should give the percentage of people that gave each reason for the answers as this would allow a more quantifiable analysis to be undertaken.More research is recommended with larger sample sizes to get a boarder view.An analysis was also made by comparison of published responses to the Future Homes Standards,the government's response and interviews with industry professionals.Then to evaluate the trajectory this will put the United Kingdom housing stock on towards meeting the net-zero target for 2050.
