Small-scale Renewable Energy and Sustainable Development on the Tibetan Plateau
【摘要】：正 Plans for sustainable development in mountainous regions cannot be consideredcomplete without some discussion of renewable energy technologies as means to both providerural energy services and to meet other local development needs. This paper will address fourmajor questions: What is the rationale for using renewable energy on the Tibetan Plateau? Whatare the conditions under which different types of renewable energy technologies are more or lessappropriate? What are some of the opportunities that exist for the further implementation of eachof these technologies at the present time? What are some key constraints or barriers to renewableenergy implementation in the region? In discussing these issues, this paper will draw primarilyfrom the cases of several villages in the Qomolongma Nature Preserve in the Tibet AutonomousRegion (TAR), where I worked on a renewable energy feasibility study last year (1997). However,I will also draw on some material from other ongoing projects in western China as well as workbeing done in Kathmandu, Nepal. Since my primary objective in delivering this paper is to exciteother people about the possibility of working on renewable energy on the Tibetan Plateau, thepaper will focus mainly on practical suggestions about the kinds of opportunities that are viable atthe present time, particularly in the TAR since this is the area with which I am most familiar.However, I will also make some candid observations about the types of problems that are faced indoing a renewable energy assessment.
