A Bio-objective Location-inventory Model for Pre-disaster Humanitarian Logistics
【摘要】:Establishing an efficient emergency response plan to provide critical supplies for affected people contributes to efficient relief operations. We proposed a multi-objective stochastic model to balance efficiency and effectiveness in humanitarian Logistics in consideration of fairness. The efficiency goal attempted to maximize the total weighted satisfaction value, the effectiveness goal attempted to minimize the cost of pre-disaster preparedness, and the fairness concerned the difference of maximum unsatisfied rate between any pair of demand points. A mathematical statistical method was used to transform the uncertain constraints into corresponding certain ones and the model was solved by an augmented ε-constraint method. The results show that the transforming method can improve the flexibility of demand forecasting, and the optimal Pareto solution set can be efficiently obtained by the augmented ε-constraint method. In practice, decision makers can choose the optimal location-inventory solution, according to special situation or their preferences, to reasonably allocate emergency resources.
