【摘要】：The spectacular growth relentless intrusion of the Internet into both public discourses private dealings have brought about unparalleled convenience innovation, although there are also negative prospects of the Internet which have been or will be exploited. The rise of the Internet also engendered a new, international "virtual" community known as "cyberspace". As yet, however, there is scarcely any well-settled ethical paradigm that may serve as either the philosophical or practical moral foundations for cyberspace. The present paper proposes an evolving robust multi-faceted self-governance framework for the regulation of cyberspace by, for and of the users and service providers in these realms. The framework takes into account the policy, ethical and economical aspects of cyberspace development, and seeks to devise balanced and sensible self-governance solutions for cyberspace.
